Are payments recurring?

Yes they are. When you sign up and pay through PayPal, you enter into an agreement with PayPal that they will deduct the recurring monthly or yearly licence price. This is not unusual. Bank charges, insurance charges, service charges, water rates, electricity rates, and most other charges in our daily lives work on a similar basis (i.e. the subscription will keep running until you cancel it). RMP do not offer refunds, so you need to be aware that you are signing up to a subscription.
